The General Assembly of the Egyptian Federation of Construction and Building Contractors succeeds in extending the implementation period of projects to reduce the effects of crises facing the contracting sector


The ordinary general assembly of the Egyptian Federation for Construction and Construction Contractors held its meeting on Saturday, 4/6/2022, in the presence of Eng. Mohamed Sami Saad, Chairman of the Board of Directors of the Egyptian Federation, Head of the General Assembly and accountant Hisham Ahmed Yousri, Secretary-General of the Federation; the members of the Central Auditing Organization; the Mr. Comptroller of the Federation; and the members of the Board of Directors of the Federation and a large number of members of the General Assembly who are members of the Federation.


Engineer Sami Saad, Head of the General Federation of Construction and Construction Contractors, reviewed the efforts of the Federation's board of directors to reduce the effects of the crisis in the construction sector, explaining that it was an unprecedented crisis in which international and domestic causes were interlinked, in which the prices of all materials and the costs of shipping and inflation increased. The worst of all this was that no one can predict the dimensions of the crisis or the time of its end. All these reasons led the Federation to address Mr. Dr. Prime Minister as well as Mr. Dr. Minister of Housing Example:


The project implementation period is extended from 4 to 6 months.


Prioritize project implementation to balance supply and demand.


Allowing some large companies and economic agencies to import building materials.


Dumping Duty Abolition Study.


Rapid disbursement of price differentials.


Solve the problem of raising funds for the National Investment Bank, as payment orders are delayed by at least one month.


The Head of the Federation stressed that those proposals had had a good impact, as decisions had been issued to support contractors, the most important of which were:


An immediate and significant decision by the Council of Ministers to extend the implementation period of projects at the discretion of the authority.


The Minister of Housing issued a decision to convene a main committee to solve the problems and the technical assistant secretariat of the High Commission for Compensation to examine the letter sent to him.


The Council of Ministers also issued a recommendation to the Minister of Housing to instruct the Ministry of Housing's compensation committee to equalize the work carried out on all projects to adjust prices.


The Head of the Federation also reviewed the decisions and actions taken by the Federation in favour of contractors, the most prominent of which were:


The study on the classification amendment to Ministerial Decision 299 was completed by increasing the maximum amount of work carried out.


Replacement of the clause for the largest completed contractor to the two largest completed contractors.


The replacement of IBMA certification with a local certification, the NBMC certification, helps in the development and training of engineers.


The Head of the Federation concluded his statement and proceeded to the agenda of the Assembly, where the final budget and accounts were adopted, and discussed the report of the Central Accounting Organization and the matters referred to the Assembly.


The accountant Hisham Ahmed Yousri, Secretary General of the Federation, stated that the Confederation will shortly automate the work of all departments and link it to all State agencies in order to facilitate the participation of its member contractors.


The Head of the Federation stated that the Federation's Board of Directors spared no effort and that their objective was to work diligently in the interests of the members. He concluded his statement by thanking Prime Minister Dr. Moustafa Madbouly for his efforts and support for the construction sector and the Federation's legitimate demands, as well as the Minister of Housing.
