Organon and Egyptian Ministry of Health Lead National Dialogue on Sustainable Financing for Family Planning and Women’s Health at PHDC 2025

Cairo, November 18th, 2025: As part of the Global Congress on Population, Health and Human Development (PHDC 2025), held under the auspices of President Abdel Fattah El-Sisi, a high-level workshop on Sustainable Financing for Family Planning in Egypt convened leading government officials, international development partners, and private sector representatives to discuss innovative approaches for advancing women’s health through sustainable and results-based financing mechanisms.

The workshop, jointly organized by the Ministry of Health and Population (MoHP) and Organon, brought together key partners including the Egyptian Family Planning Association, UNFPA, Silverback Earth, and Organon, underscoring a shared commitment to improving access to quality family planning and reproductive health services.

Opening the workshop, Dr. Abla El Alfi, Deputy Minister of Health and Population for Population Affairs and Family Development, emphasized the significant progress Egypt has made in reducing fertility rates and improving access to family planning services. She noted that these achievements are the result of close collaboration between the public and private sectors and stressed the importance of maintaining this momentum to achieve the Ministry’s Vision 2030, which aims to realize a population balance that supports sustainable development.

She added: “Family planning is not merely a health intervention; it is an investment in Egypt’s future. Empowering women and families to make informed decisions helps build stronger communities and a more sustainable economy. Achieving our Vision 2030 goal of population balance depends on continued commitment and cooperation across all sectors.”

Organon, the global company dedicated to women’s health, played a central role in the discussions, emphasizing the importance of public-private collaboration to build resilient health systems capable of meeting the evolving needs of women and families in Egypt.

The discussion covered strengthening integrated dialogue among key ministries—Health, Finance, International Cooperation, and Planning—on sustainable financing mechanisms for women’s health. It also addressed identifying strategic entry points for programs that can be easily financed and implemented with measurable outcomes, exploring sustainable financing models such as Results-Based Financing and Social Impact Bonds, and laying the groundwork for establishing a working group to develop a clear application model within a defined timeline. It was reaffirmed that women’s health is a central pillar of the national agenda, as it underpins economic growth, gender equality, and sustainable development.

Priority areas were set, including expanding access to modern family planning methods, reducing unmet needs, promoting evidence-based safe delivery practices, reducing unnecessary cesarean sections, strengthening postpartum and family planning services, and integrating reproductive health services into primary healthcare.

The discussion also underscored that postpartum family planning represents a key pathway—beginning with education during pregnancy and continuing through postnatal follow-up to ensure continuity of care.

Egypt has achieved remarkable progress in reducing population growth, according to the Ministry of Health with fertility rates dropping to 2.41 births per woman in 2024, down from 2.54 in the previous year. For the first time since 2007 the Egyptian population marked a significant demographic shift . These milestones were reached through extensive efforts by both the public and private sectors, including expanded family planning services and awareness campaigns.

By aligning financing strategies with national priorities, stakeholders can secure the resources and partnerships needed to deliver lasting impact for women, families, and society.

Noha Salem Organon Women Health Policy Lead, stated: "At Organon, we believe that innovative partnerships and financing models can accelerate progress towards health and socioeconomic outcomes. Instruments such as Results-Based Financing offer a transformative approach—aligning public budgets and private capital, linking funding to measurable outcomes, and scaling successful interventions. Whether through postpartum family planning or safer obstetric practices, these models can strengthen systems and deliver impact where it matters most.

This milestone aligns with Organon’s broader mission to support women’s health at every stage of life. The company continues to partner with governments and healthcare institutions to expand access to health services, support awareness programs, and empower women to make informed decisions about their wellbeing.

As Egypt continues to advance its National Family Development Program, the outcomes of this workshop will inform the next phase of collaboration including the design of a national results-based financing mechanism to mobilize public, private, and development capital for high-impact women’s health programs.

In addition to contributing to the financing roadmap, Organon actively participated in the congress panel sessions focused on the critical role of women’s health and population dynamics in achieving sustainable development. These panels provided a platform for Organon to share global best practices and explore collaborative solutions tailored to Egypt’s health priorities, reinforcing PHDC’s vision of integrating health and human development as drivers of long-term sustainability.
